Key Biscayne takes its name from the island on which it is located. Since its incorporation on June 18, 1991, some key events that have helped to shape the village include: (1) the creation of the police department, which shifted law enforcement from a county-wide responsibility to personal service within the village limits; (2) the creation of the fire department, which introduced additional equipment and personnel to handle specific rescue situations on the key, as well as reduced response time; (3) the adoption of the master plan, which set forth village policies and objectives; and (4) the construction of the village green, which provided open park space for multiple outdoor activities
