Palm Coast is in Northeast Florida, with a population of about 76,450 and covering an area of approximately 60 square miles. Developed by ITT Corporation, beginning in 1969, the original development included thousands of home sites, paved street and central water and sewer, and an extensive water management system designed to replenish the area’s water table. In 1975, the Flagler County Commission established the Palm Coast Service District, which included almost 40,000 acres. In September 1999, the citizens of Palm Coast voted two-to-one to incorporate with a council/manager form of government, and the City of Palm Coast was officially incorporated December 31, 1999.
